Certain difficulties have presented themselves in Hong Kong in connection with the method of accounting for the cost of Materials and Stores purchased for Public Works. With a view to removing these difficulties and placing these particular acts on a more satisfactory fooding I consider that it would be advisable to adopt in Hong Kong the system of accounting which was embodied in the Memorandum
